Gladly, I just stumbled over your question.
Well, there's definitely no need to be registered at a German (or Continental…) university to attend a StuTS.
Well, it's up to you if you prefer University X or Munich.
You're welcome. For sure: it's fun and linguistics. I started as a 2nd semester undergraduate and left out only one StuTS since then.
